Position Summary

We are seeking an experienced and proactive HSE Manager to lead Health, Safety, and Environment functions for our pan-India floating solar EPC projects. The role demands deep domain expertise in aquatic construction environments, floating solar technology, and large-scale EPC project execution. The HSE Manager will be responsible for developing, implementing, and monitoring HSE policies, ensuring zero-incident project delivery across multiple sites, and driving a culture of safety excellence in water-based and electrical construction environments.

Key Responsibilities

HSE Strategy & Policy

  • Develop, implement, and maintain project-specific HSE Management Plans aligned with floating solar EPC requirements.
  • Ensure compliance with national HSE regulations (Factories Act, Building & Other Construction Workers Act, MNRE guidelines, CEA regulations, and state-specific environmental clearances).
  • Establish site-specific HSE targets, KPIs, and zero-harm objectives for all floating solar project sites.
  • Lead incident investigation, root cause analysis, and implementation of corrective/preventive actions.

Floating Solar & Aquatic Construction Safety

  • Oversee water-body safety protocols including drowning prevention, life jacket/PFD mandates, rescue boat readiness, and emergency water evacuation drills.
  • Manage floating platform / pontoon stability assessments, load-bearing checks, and safe access/egress procedures on floating structures.
  • Ensure safe working practices for marine-grade cable laying, anchoring systems, mooring installations, and module mounting on water.
  • Address environmental risks including water quality protection, aquatic life preservation, and siltation control during civil and mechanical works.
  • Monitor weather-related hazards (wind, wave, monsoon, cyclone alerts) and enforce work suspension protocols during adverse conditions.

Electrical & High-Voltage Safety

  • Enforce Lock-Out Tag-Out (LOTO) procedures, electrical isolation protocols, and safe energization/de-energization practices for solar inverters, transformers, and HT switchyards.
  • Oversee arc flash hazard analysis, PPE selection for electrical tasks, and compliance with IE rules and CEA safety standards.
  • Ensure safe installation and commissioning of DC cabling, string combiner boxes, and floating array electrical systems.

Site Operations & Contractor Management

  • Conduct daily/weekly safety inspections, toolbox talks (TBTs), and safety stand-downs across all project sites.
  • Manage contractor HSE onboarding, competency verification, and subcontractor safety audits.
  • Ensure availability and proper use of PPE, rescue equipment, first-aid stations, and firefighting systems at all aquatic and land-based work zones.
  • Drive permit-to-work (PTW) systems for hot work, confined space, working at height, and water-entry activities.

Training, Reporting & Stakeholder Engagement

  • Design and deliver HSE training programs including water rescue, electrical safety, working at height, and emergency response.
  • Prepare monthly HSE dashboards, incident reports, and statutory submissions for management and regulatory bodies.
  • Liaise with DISH, State Pollution Control Boards, MNRE, and local authorities for inspections, clearances, and compliance reporting.
  • Lead emergency response teams and conduct mock drills for fire, drowning, electrocution, and chemical spill scenarios.

Must-Have Skills & Competencies

(Floating Solar & EPC Specific)
  • Floating Solar Domain Expertise: Proven experience in HSE management for floating solar (FPV) or aquatic EPC projects including pontoon/floating platform safety, mooring system installation, and water-body construction hazards.
  • Water-Body Safety Management: Hands-on knowledge of drowning prevention, marine rescue operations, life-saving appliances (LSA), and safe vessel/boat operations on project water bodies.
  • Electrical Safety in Solar: Deep understanding of DC and AC electrical safety in solar plants, LOTO procedures, arc flash risks, and safe commissioning of floating array electrical systems.
  • Environmental Compliance: Experience with Environmental Impact Assessments (EIA), water body conservation plans, wetland protection norms, and state-level environmental clearances for solar projects.
  • EPC Project HSE: Strong track record of managing HSE for large-scale EPC projects (50 MW+), including civil, mechanical, electrical, and commissioning phases.
  • Permit-to-Work (PTW) Systems: Expertise in designing and enforcing PTW for hot work, confined space, working at height, water entry, and high-voltage electrical work.
  • Incident Investigation: Proficiency in RCA methodologies (5-Why, Fishbone, Bow-Tie) and preparation of incident investigation reports for client and regulatory submissions.
  • Statutory & Regulatory Knowledge: Thorough knowledge of Indian HSE laws, CEA safety regulations, IE Rules, BOCW Act, Factories Act, and MNRE safety guidelines for solar projects.
  • Emergency Response Planning: Ability to develop and execute site emergency response plans (ERP) specific to aquatic environments, including water rescue, electrocution response, and flood/cyclone preparedness.
  • Multisite Management: Demonstrated ability to manage HSE across multiple simultaneous project sites across different states in India.

Qualifications & Certifications

  • Bachelor’s / Master’s degree in Engineering, Environmental Science, or Occupational Health & Safety.
  • NEBOSH IGC / NEBOSH Diploma or equivalent international HSE certification.
  • IOSH Managing Safely or equivalent leadership-level safety certification.
  • Lead Auditor certification in ISO 45001, ISO 14001, and ISO 9001 (preferred).
  • Electrical safety certification (e.g., NFPA 70E, CEA electrical supervisor license) is highly desirable.
  • First Aid / BLS / Water Rescue certification is a strong plus.

Preferred Experience

  • Prior experience with leading EPC contractors or IPPs in the Indian solar/renewables sector.
  • Exposure to international HSE standards (OSHA, ILO guidelines) and their adaptation to Indian project contexts.
  • Experience with drone-based site inspections, digital HSE reporting tools, and AI-enabled safety monitoring systems.
  • Track record of achieving TRIR / LTIFR targets of zero or near-zero on large EPC projects.
